Agency had significant role confusion creating conflict between individuals and units and minimizing collaborations around key initiatives. This resulted in mediocre solutions when optimal solutions were possible.

Designed a responsibility assignment matrix to clarify roles and responsibilities and conducted “Culture of Accountability” training to build understanding and to define how to manage unique situations.

Agency experienced significant “brain drain” with the exodus of baby boomers from the workforce.

Conducted agency succession plan (Backfill plan for government agencies) and developed knowledge management documents for core competency positions.
